UPWP (Budget)

The Unified Planning Work Program (UPWP) is a framework for the planning activities and efforts that the WMPO will undertake for the fiscal year. Serving as both a budget and guide, the UPWP is adopted on an annual basis in accordance with Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) guidelines. The UPWP illustrates the funding allocations from federal transportation planning funds, including highway and transit programs. An example of a few items outlined in the UPWP include traffic volume counts, bicycle and pedestrian planning, special studies, and public involvement.


The FY2025 UPWP was adopted on March 27, 2024.

The FY2024 UPWP was adopted on March 29, 2023 and amended on October 25, 2023 (Amendment 1), and March 27, 2024 (Amendment 2).

The FY2023 UPWP was adopted on March 30, 2022 and amended on May 25, 2022, and October 26, 2022.

The FY2022 UPWP was adopted on March 31, 2021 and amended on July 28, 2021, January 1, 2022, and March 30, 2022.

The FY2021 UPWP was adopted on February 26, 2020 and amended on July 29, 2020.

The FY2020 UPWP was adopted on March 27, 2019 and was amended on May 29, 2019, August 28, 2019, and May 27, 2020.

The FY2019 UPWP was adopted on March 28, 2018.

The FY2018 UPWP was adopted on March 29, 2017.

The FY2017 UPWP was adopted on March 30, 2016 and amended on March 29, 2017.

The FY2016 UPWP was adopted on January 28, 2015 and amended March 30, 2016.
