NCDOT

Due to the decline in gas tax revenue during the COVID-19 pandemic restrictions, NCDOT’s cash reserve balance has fallen below the statutory required minimum balance of $293 million. This has forced the suspension of most projects statewide, since with a cash floor balance below the statutory minimum, NCDOT is unable to enter into any new construction, engineering, or repair contracts, nor negotiate right-of-way costs. In the Wilmington Region, the following projects have been granted permission to continue preliminary engineering (PE): R-3300A&B (Hampstead Bypass), U-5734 (South Front Street Widening), P-5740 (Wilmington Beltline Rail Improvements), I-6039 (I-40 Resurfacing).

Project: South 17th Street Multi-Use Path (EB-5600)
Project Type: BikePed Projects
Status: Construction FY2022

This project will construct a multi-use path along South 17th Street from Hospital Plaza Drive to Independence Boulevard.

STBG

Due to the decline in gas tax revenue during the COVID-19 pandemic restrictions, NCDOT’s cash reserve balance has fallen below the statutory required minimum balance of $293 million. This has forced the suspension of most projects statewide, since with a cash floor balance below the statutory minimum, NCDOT is unable to enter into any new construction, engineering, or repair contracts, nor negotiate right-of-way costs. This suspension of projects extends to the WMPO’s STBGP and TASA projects since NCDOT is responsible for entering into contracts for these projects. Locally administered projects not currently committed to a phase of work, have been suspended until further notice. If the project is currently in a phase of work (PE, ROW, or Construction) with funds authorized and is underway with a contract, or a construction contract has been let, as of April 30th, then permission may be made to continue with that phase of work. Efforts are being made to bring the phase of work to full completion or at least to a logical stopping point. No further phases will be authorized, nor will additional funding within a currently authorized phase be added, until the NCDOT’s financial position improves.

This project includes the design and construction of a HAWK signal at the pedestrian crossing at Market Street and 21st Street.

Project: 5th Avenue & Wooster Street Intersection Improvements (U-5527B)

This project consisted of the construction of high visibility crosswalks, curb ramps, and pedestrian activated signals on 5th Avenue at the Dawson Street and Wooster Street intersections.

This project consists of the construction of an 8′ wide multi-use path located along NC133 connecting the north and south entrances of the Hawks Water development to Belville Elementary School.

This project includes the construction of approximately 950 linear feet of 5′ wide sidewalk along Coral Drive adjacent to Wrightsville Beach Elementary.

This project includes the design of a multi-use path along Middle Sound Loop Road, Lendire Road, and Ogden Business Lane, connecting the Middle Sound Greenway to Ogden Park.

This project will construct bike lanes on both sides of Brooklyn Street, a multi-use path connecting Brooklyn Street to Navassa Park, and a multi-use path through Navassa Park forming a loop within the park.

This project includes the construction of sidewalks in three locations in the Town of Leland: (1) 8′ wide concrete sidewalk along Village Road from Town Hall Drive to the apartment complex (includes widening the existing 5′ sidewalk in front of the apartment complex to 8′); (2) 6′ wide sidewalk along Town Hall Drive from Village Road NE to the existing sidewalk by the new Town Hall; and (3) 5′ wide sidewalk along Old Fayetteville Road from the existing sidewalk in front of the apartment complex to Village Road NE.

This project consists of the installation of sidewalk, ADA ramps, curb and gutter, markings, and traffic signal revisions required for actuated pedestrian crossings at the intersection of NC132 (S. College Road) and Holly Tree Road in Wilmington.
