

Due to the decline in gas tax revenue during the COVID-19 pandemic restrictions, NCDOT’s cash reserve balance has fallen below the statutory required minimum balance of $293 million. This has forced the suspension of most projects statewide, since with a cash floor balance below the statutory minimum, NCDOT is unable to enter into any new construction, engineering, or repair contracts, nor negotiate right-of-way costs. In the Wilmington Region, the following projects have been granted permission to continue preliminary engineering (PE): R-3300A&B (Hampstead Bypass), U-5734 (South Front Street Widening), P-5740 (Wilmington Beltline Rail Improvements), I-6039 (I-40 Resurfacing).

This suspension of projects extends to the WMPO’s STBGP and TASA projects since NCDOT is responsible for entering into contracts for these projects. Locally administered projects not currently committed to a phase of work, have been suspended until further notice. If the project is currently in a phase of work (PE, ROW, or Construction) with funds authorized and is underway with a contract, or a construction contract has been let, as of April 30th, then permission may be made to continue with that phase of work. Efforts are being made to bring the phase of work to full completion or at least to a logical stopping point. No further phases will be authorized, nor will additional funding within a currently authorized phase be added, until the NCDOT’s financial position improves.
