This plan details how transportation needs should be adressed over the next twenty-five years. The plan establishes the goals and objectives for the improvement of travel conditions within the WMPO planning area and makes specific recommendations for transportation projects and funding sources. In accordance with federal regulations, the plan must be fiscally-constrained. In other words, the plan must identify funding sources for all of the proposed projects. The plan considers all modes of transportation, including automobiles, trucks, buses, trains, airplanes, ferries, bicycles, and walking.

The WMPO's participation in NCDOT's statewide Priotization 2.0 process was an effort to communicate local data-driven transportation funding needs to NCDOT. NCDOT then evaluated statewide needs and scored projects through another data-driven process. The statewide scoring of projects through this process will ultimately be used to program which projects will get funded in the 2018-2022 STIP.
The WMPO used a data-driven objective process to evaluate potential projects for submittal and ranking. The TAC retained the ability to tweak the outcome from the model based on discussions that occurred in open public meetings. A memo describing the process is downloadable here:  |
